Homer City Energy Campus

A retired Pennsylvania coal plant being rebuilt as a 4.7 GW gas plant (4,678 MW in its air permit) to power AI data centers

Power plant under construction. Foundation work was reported in 2026 and the first heat-recovery boiler parts arrived in Sept. 2026 (press); the newest sharp satellite image, Nov. 2025, predates both. The data-center half is still a plan: Amazon has filed one with the county but signed nothing.

The site

A coal plant coming down, with nothing new built yet

The former Homer City coal plant on Nov. 4, 2025, the latest sharp satellite picture of the site. The cooling towers are gone, the power block is being taken apart, and the switchyard at the top still stands. The gas plant and data centers planned here had not broken ground; foundation work reported in 2026 is not visible yet. The white patch at right is cloud.

The coal plant is coming down; the gas plant has not started

On April 5, 2021 the coal plant was still running, one cooling tower steaming. By Nov. 4, 2025 the towers had been imploded and crews were stripping the boiler house to its steel frame. The state approved the gas plant two weeks after this picture, and nothing for it is built yet. Drag to compare.

Parking and staging where the data centers will go, but no buildings

In April 2021 this plateau held the cooling towers, a work yard and a large low building south of the road. By Nov. 4, 2025 the towers were rubble rings, the building had been cleared for a gravel pad lined with excavators and loaders, and the parking rows were full. No data-center building has started. The switchyard survives the demolition

The 345/230 kV switchyard that sent the coal plant's power to the grid is unchanged between April 2021 and Nov. 4, 2025, while the coal pile and buildings beside it were cleared away. It is being kept for the redevelopment. Drag to compare.

A coal plant torn down to a graded platform

Demolition began when the cooling towers were imploded on March 22, 2025, four days after the March 18 frame. By Oct. 1, 2026 the old plant is gone and the site is a graded platform with the switchyard still in service; the new gas plant and data-center buildings are not yet visible in these frames.

Construction from orbit

What radar sees on the ground

From orbit, radar already sees large structures on the site in early 2023. The optical (Sentinel-2) series for this campus is not in yet, so there is no roof or clearing reading. The site reuses an old industrial or power-plant property, so radar cannot tell new building from the old structures here.

Construction from orbit: very bright radar echoes, as a share of the site

Radar: 2-month running median. Contains modified Copernicus Sentinel data 2023–2026.

How this works: Sentinel-1 radar sees through cloud every 6–12 days. Over the campus outline (about 80 acres) we count the share of very bright radar echoes: walls and steel bounce the signal straight back, so that share rises as buildings go up. Wet ground can lift it for a few weeks, so we read the trend, not single readings. Black ticks mark our stage dates. Data: Copernicus Sentinel-1 and Sentinel-2, via the Copernicus Data Space Ecosystem.

Is it running?

Evidence from space

NO2 over the site, net of the rural background, was about the same in July–September 2026 (5 µmol/m²) as a year earlier (5), and the rural background fell 28% (27 to 19). The satellite sees no new combustion large enough to stand out here. On record here: On-site gas plant, 4,678 MW, permitted; EQT gas supply, proposed. No rise fits a plant that is not running yet, or runs little; it does not prove either. This campus has no plant running yet; it is here as a check that the method does not invent rises.

Lines: 7-day (daily) / 3-week (weekly) averages; gaps from cloud filled by straight-line interpolation; dots are raw readings. Shaded: July–September 2025 and 2026, averaging 5 and 5 µmol/m² above open country (1.0×).

What else could explain it

How this works: the Sentinel-5P satellite measures NO2 in the air over every point on Earth once a day, around 1:30 p.m. local time, in pixels about 5.5 by 3.5 km. NO2 comes from burning fuel (turbines, engines, traffic, power plants), so a rise over a site that open country does not share points to new combustion there. It shows combustion activity, not megawatts. The site box is about 15 km across; the background box is open country about 55 km away. We use only high-quality readings and drop days or weeks when cloud hides more than half of either box. Data: Copernicus Sentinel-5P (ESA), processed with the Copernicus Data Space Ecosystem Sentinel Hub statistics service.
